i know my muscle mass won't increase if i'm eating at a deficit, but will my cardiovascular fitness increase as i do it more despite losing weight? like other than the obvious of just being lighter on my feet, will my running/cycling/rowing stamina actually increase or is it the same as the gains?

Yes cardio vascular fitness will improve inspite of how many calories you do or don't eat.
As amatter of fact fewer calories will force your body to jetison extra mass and transform the remaining mass into different fibers so that it's easier to run longer.
However, your recovery might be totes fucked.
