Hell yeah. I watched that movie for the first time the summer I got into lifting and I was 'miring the Hot Rod's god mode construction worker build. Keith David also said Roddy was the strongest guy he ever met.

I met him a golds gym in ny many moons ago. He was doing cable tricep extensions where people do their lat pulldowns. The max weight is 350 and he was repping it with little problem.
