Not OP but I also got a question/approach

Manlets and lanklets are supposed to build muscule at the same rate of speed, but manlets appear to look more built because the muscle has less area/volume to cover and it looks more packed

Why are us lanklets able to grow muscle faster? In some point of view, we got more cells/bigger muscles that could produce more new muscle cells in the same time

if you're asking why a tall person doesn't grow muscle faster than a shorter person then its because they are both human beings subject to the same physiology, biology, metabolism, etc. if there are people that develop muscle abnormally quickly/slowly then the answer does not lie in a difference in height

A 5'5 person would never look like that, they get a different shape, look at all the 5'5 muscular guys, they either have 13 inch arms and look meh or get big and have a round, manbaby looking body.
Look at taller men like calum von moger or Bradley Martin, both bigger that Arnold but still totally aesthetic and not round and pudgy looking.

Your level of aesthetics is determined from birth, you still have to work to get to your peak, but some people are just born better.
I'm only 6'⅔ and it kills me knowing I'll never be 6'2, the perfect height for body perfection.
