You're a good candidate for GOMAD but if you don't want to be so extreme about it, just concentrate on a few things

1. Take 4 scoops a day and eat relatively healthy
2. Be consistent in your diet and eat even when you aren't hungry. Don't bullshit around
3. Do SS or any other linear, full body routine 3x a week and never miss a day. Ever.

That's it. You don't need to overcomplicate things by worrying about macros or specific routines or white potatoes vs sweet potatoes.

Fucking eat and fucking lift and take your scoops and don't quit. Worry about details once you have enough meat on your body to work with.

Not trying to get to otter mode like OP, but I have the problem also of holding on to the fat I have if I don't eat enough, but I also want to lose the fat I have and build muscle.

Is it just all in my head that I feel stronger and bigger muscle wise while my gut may have shrunk a bit? I don't know if it's just the mental boost from lifting the last few weeks or genes; my dad was really good at throwing on muscle without having to try that hard.
