You should do both. You can increase weight and fudge a little bit by using your legs a la push press. That helps you make jumps in weight. But it's important to also do it strict which is easier with a Seated back chair. That way you focus on using mid and lower traps--keeping healthy back--and and really nailing form
Standing trains the core a bit more.
Sitting feels like it isolates better.

all the seated shoulder presses at my gym have the bar resting at about where my elbows are, i would have to do 3/4 of a rep behind my own head to even unrack
