Yes.
They are a good way to work the lats directly.
They aren't great for learning to do pull-ups if you can't do a single pull-up. The movement is different and pull-ups benefit a lot from core activation that lat pulldowns don't train the same way.
If you want bigger lats, do lat pull-downs.

I do 5 sets of weighted chinups, 3 sets of body-weight pullups, then I go onto doing a gazillion sets of different kinds of pull-downs and rows for the volume.

I normally use it for a fast warmup the days I deadlift.
It helps me on feeling my lats so it becomes easier to engage them later.

I do pull-downs 4x10 every time I'm in the gym. Not using the leg holding thing tho, so I engage my core better.
They're better for focusing on lats, IMO.

Anyone suggesting lat PD is pointless has a weak back
I do them to get some extra lat work in after I've done chins.
I do 3 sets each of rows, chins, cable rows and pulldowns, works for me.
