It's apparently gag anime, although I see what you are saying, you'd have to see the fluidity of the animation, the way characters move and express themselves, the manga probably looks much more rich and detailed, given that it's meant to be looked at in single frames, or pages.

It literally is ONE's style though, obviously its his style because he almost definitely cant draw well but the beauty of his work has always been in his stories not his visuals.

Also, Mob Psycho and OPM are both gag manga/web comics with a twist. ONE's style is to juggle comedy and nonsensical situations with very strong emotional scenes at times and the character development in Mob Psycho especially is fantastic.

The art isnt supposed to be good, never was, I think if it looked like a typical KyoAni production then a lot of its feeling would dissapear.

OPM lost a lot of its comedy from OPM web comic to Muratas proffesional manga style purely because of visuals.

You're missing the point brohan. In that scene she's trying to get brain boy to join her club so it doesn't get shut down.

Her club serves two purposes. The allowance it receives is spent on snacks, and it makes her feel like she's got a purpose or a greater goal, or that she's actually doing something, which she isn't, it's just her justifying her own lazy hanging about.

She is literally trying to undermine brain boy's self improvement to continue her own delusion and lazy lifestyle, using fear and trying to placate brain boy into a compliant piece of clay in her hands. It is a wonderful metaphor for... humanity I suppose. A cautionary tale if you will.
