Ex fatty here, I still have some heafty tits and working out my chest only seems to exacerbate the problem. I want to "fill" the tits in with some juicy pecs, is this a good plan of attack? Or would cutting right down while leaving the chest alone be a good way to get rid of the tits?

Nah on chest day I usually do

BB floorpress 4X6
incline DB Bench 4x8
DB Flies 3x10
DB pullovers 3x12
pushups 3 sets till failure

Are you recommending I do reverse grip DB presses or are you saying they could be the problem if I did?

Trust me, they'll build up the upper pectorals and it'll make the rest fall into place.
Itll square them up as oppossed to having the tear drop titties.
