we know that it is much easier developing muscle on a higher calorie intake diet but would it be the same for increasing stamina?
I am a fasting/calorie deficit and was wondering if it would be a good idea to do hard runs while on a deficit.

You can still work out hard, but you likely won't have the same amount of energy if you have been eating at a deficit for days.
Your liver & muscles store glycogen and for peak performance you would ideally want them to be topped off.
You also most likely won't recover as well eating at a deficit

Stamina isn't proportional to your calories/weight.
Look at low level, skinny, smaller weight class MMA fighters fight. They're 5'9, weigh 155lbs and can barely last one round before they gas and tire out.
Now look at some of the higher level heavyweight mma fighters, guys like Fedor and Mark Hunt who are absolute fatties but would not get tired throughout the fight.
From what you're doing though, looks like you're going to lose alot of weight.
