Why do we ignore protein sources from foods like oats and brown rice but include the protein we get from almonds?

I dont understand complete vs incomplete protein. People say yellow pea protein powder isnt complete but when I looked at the aa breakdown is has much more mg of essential aa per gram of protein than what is required to be complete. Am I missing something? is it about ratios and/or are the inessential aa's really important?
