Tell him to gain weight, and then let nature run its course. Giving him dodgy supplements is not a good idea, and if you do it incorrectly you might end up stunting his growth even more.

Give him cow growth hormone

In all seriousness get him to drink alot of (whole) milk. Not necessarily GOMAD but 3 or 4 big glasses a day. Milk is the single most important food for growth. Plenty of protein anf fat, calcium for bone and muscle growth, and it increases IGF-1 levels.

And get him to lift regularly. If you want to spend miney on MK-677 for your little brother, go ahead, but let him decide.
