Get a neck harness and a 5kg plate should be less then $30, probs a lot cheaper second hand
i dont know your financial circumstances but i am a student poor and i think it was worth while
neck training - back flat on the floor, legs up in a crunch position, palms down and arms at your sides, hold your head up and do headbangs and head circles until you're tired
from my personal notepad entry, not posting a selfie but can personally confirm that my pencil neck has become a normal neck since doing this a few times a week.

3 times a week a lot of sets(3-5) a lot of reps(~30) get the burn
