Do people with a higher quantity of fatcells gain fat faster or have a harder time losing it?

No that's not how it works. When you lose fat, your body empties adipose tissue, or fat cells, of their triglyceride content. This generally happens proportionately to how much energy you need. The more or less fat cells you have doesn't really matter all that much.

I am not aware of any studies regarding fat cells making it harder for obese people to lose weight. Logically, your higher RMR will cause obese people to lose weight FASTER than smaller people with a lower Resting Metabolic Rate.
Obese people, especially, want to lose weight by controlling insulin. Ketosis/intermittent fasting is going to be key for these people.
