Deep breath before you speak, never speak right after you exhale. Do not flex your throat when you speak.
Every morning practice deep breathing and ribcage scretching.
Don't smoke, don't shout too much and try to stay away from karaoke.

Who cares what you sound like? I have a deep voice range but I don't use it because it's not my natural speaking voice. If you suddenly start trying to talk in a deep voice, people are going to think you're autistic.

Short answer - no. The way your vocal tract is physically set up determines how deep or high you can go. With practice you could teach yourself to speak in a lower register (Clark Gable did this) but there is a cap on just how low that is.
