I'm old enough to remember when fast food was a treat and soda was served in small containers without free refills.

Regulation of portion through taxation or some other economic penalty such as targeting free refills would guide consumer habits back to what they once were. People would resist, but if it's kept from being cheap and convenient they would gradually adjust, and god willing their kids wouldn't ever learn to be slaves to their gluttony.
