Technically when you're running with say your hands flared out you're making more contact with wind on a wider surface and thus causing air resistance to slow you down. If you ran with your arms behind your back, less air resistance would occur as your back would be concealing your arm from most of the wind thus allowing you to reach a faster speed. This technique is however useless if you're running in empty space as there will be no air resistance slowing you down.

It may be more aerodynamic, but you're completely ignoring the fact that your arms moving act as a counter balance when you're running. If you sprint with your harms behind your back you'll be slower because you're legs will be spending some energy to balance you upright while in motion
