It's not necessarily optimal for hypertrophy, but it's a pretty good compromise for most people (ideally you'd want to be training a bodypart every 48 hours or so for maximum gains because that's about when your post-workout boost to protein synthesis disappears, but most people run into issues with recovery or real life commitments if they try that approach, especially if they're also trying to push heavy weight).
