Is this gyno and will cutting+lifting get rid of it?

I'm 6'2 225lb probably around 20-25% bf

All my chest gains are hidden because of my fat. Is it gyno or can I get rid of it through HITT or running more. I currently don't do any cardio/ exercise besides lifting.

muscle pushes out the fat so yeah it makes it look like geno. You're fat anyway so why not cut if you care about how you look?
