Which is better for athletic performance, high bar or low bar?

all around id say front squats > high bar back squat > low bar for athletic performance
however a lot goes into the idea of athletic performance. Glutes/hamstrings are the major muscle groups used for sprinting for example- so if you're training for a speed sport (soccer, sprinting, etc) low bar uses the hamstrings and glutes more than the other squat variations.
really you shouldnt just stick to a single type of squat forever and always, they have different advantages and purposes
Highbar and lowbar have such a negligible difference in actual muscles used it doesn't matter. Front makes it significantly harder to actually move a major load. You should train each variation however, as they all have their strengths and weaknesses. Not necessarily in the same week, but you should alter and rotate and add them in and take them out over time depending on your goals and what your weaknesses are.
