Being hungover is dehydration which does kill gains, it also leads to poor/little sleep which kills gains

Dehydration is just part of it. It doesn't take you as long to recover from moderate(non-life threatening) dehydration, not to mention you can drink a gallon of water after binge drinking and you'll still be hungover. A hangover is mostly your body reacting to the toxicity in alcohol.
On topic though, you can lift while hungover from my experience. It doesn't have a radical effect on performance, though it has a radical effect on you feeling like shit during your workout. Usually I just take the chance to get a lot of sleep in if I can and work out the next day.

I always wait I'll the early evening by which time the worst of the hangover is over. I find that lifting actually makes me feel better during the workout, dopamine release perhaps. I also have to walk a mile each way to the gym so I get to cool off on the way during winter, when I am in the gym I can drink another litre of cold water during the workout so the whole thing things restorative. That said I never get so drunk I puke or anything ridiculous if I was that bad I'd stay in bed all day.
