The development of your abs has outpaced the rest if your abdomen. Bad news is that they aren't going away. Good news is that it's not that hard to fix.

I'd recemmend ACQUIRE CHEST like the other anons have mentioned.

Are all good exercises to grow your chest. I'd also pair it with some pullups so your torso and biceps don't end u p looking lopsided.

Work out
Lose some bodyfat
Enlarge your lats
Enlarge your chest

You have no muscle so your stomach sticks out. Simple

I'm quite fat and by developing my chest I made my abs flat, not shredded but the area doesnt stick out
