Start lifting and it's ok if you are weak and cannot finish a workout
The main thing is to learn the movements and do things right
tell yourself that one day I am going to curl those plates, I am going to over head press 100lbs
with enough training and a solid diet you'll be doing what you thought was impossible in just 6 weeks
from there you keep going

Ive been lifting around 30-40lbs for 3 or so weeks now
Been following the 'starting strength' plan from the sticky. But I can hardly lift anything more than 40lbs.

then don't lift more than 40 pounds? It's called starting strength for a reason. If your numbers aren't going up like crazy you're completely doing it wrong, improvement for the first month or two is incredibly easy compared to later.
