At what point do I get off of a beginner routine and move onto

At what point do I get off of a beginner routine and move onto an intermediate one?
Its been a bit difficult to progress linearly for a while, but my lifts are still babby tier, can I move on yet? I'm going to start to cut too so is there a point in me switching routines?
