Should I cut or bulk? I want to get that toned look and that requires a low bf% but it also requires more muscle mass. Whats my best option? I've currently started running daily and tracking my macros/kcal intake and am hitting <2000.

Would lift without a bulky nutrition, because it will fuck up everything and you look like a fatty mcfatfuck.
Lift for uhm 6 Month, eat healthy, then cut.
But if you want to know what would be better now, the answer is cut.

You have to cut and bulk. Cut because you have too much body fat and bulk because you have no muscle mass.
So either cut now, look small (because no muscle) and then bulk to build muscle. Or bulk now, build muscle (but look fat) and then cut to show muscle.
Or just lift at maintenance if you don't know what you want to do yet.
