I don't know whether to cut or bulk (kinda afraid to because being fat is ugly and gay).
I'm down about 26lbs and reckon i need to lose about 15 more for otter, but at this rate I'll be otter way before summer with less muscle

Insulin Sensitivity & Calorie Partitioning.
There is evidence that suggests that as you get leaner, your insulin sensitivity increases and your body gets better at ‘Calorie Partitioning’.
What does that mean?
Calorie Partitioning is the process by which the body decides where the energy that is consumed goes - does it go to building muscle? Does it get burned as fuel? Does it get stored as fat? Also, when you eat fewer calories - where do the remaining come from - do they come from muscle or from fat?
As you get leaner, your body becomes better at partitioning calories appropriately - meaning that when you eat more calories, more of it gets sent to muscle and less get’s stored as fat.
However, in the reverse situation, where you eat less calories, individuals with lower body fat will actually find that their body makes up for the calorie deficit from muscle tissue (not ideal) and not fat.
Since your question is about building muscle, not losing fat - this isn’t a concern.
It is therefore, ideal to make sure you are sufficiently lean, and THEN focus on building muscle, because the calories you consume will be directed more towards muscle tissue.
