Because in any strength sport with unrestricted weight classes, it is generally advantageous to be as heavy as possible. Hence (some) SHW powerlifters allow themselves to become fat in order to improve performance.

they're not interested in aesthetics, so they're in bulkmode 100% of the time to gain as much muscle as possible to lift more weight. so they gain a lot of fat on the side which they never bother to cut since it doesn't hinder their goals.

Most powerlifters outside of 120 and 120+ are actually quite lean. Look at Jesse Norris and John Haack as examples.

if you've ever bulked properly and lifted heavy, even for aesthetics, you'll probably notice you gain ALOT of strength along with a normal amount of weight gain. PLers simply cant be fucked to cut properly and maintain their strength, plus at a certain point you really cant maintain strength in a deficit. Also it can be dangerous to train super heavy while trying to lose weight consistently.
Powerlifters also do a lot of core strenghtening exercises, making them look more like a block of wood than the shape you expect of a bodybuilder.
One thing people never understood completely is that lifting weights just makes you better at lifting weights. You don't turn into a jack-of-all-trades with that kind of stuff. The body changes depending on its function. It's the same difference between a sprint runner and a marathon runner.
