Yes, if you're actually willing to read the book and do what it tells you to do (and not just follow some badly copied meme infographic or knockoff version from bodybuilding.com) for a few months.
Most of the hate you hear for it comes from people who didn't follow it properly - most commonly either by adding a bunch of "accessories" for their "weaknesses" and exhausting themselves or by refusing to eat properly and stalling at 2.5pl8 squats for 3 months.
