What you are reffering to is a wrist roller.

And no. Wrist rollers have a string attached.

Made this in 30 minutes. MasT says it's the best thing for forearms and well, look at his forearms.

Anyway the black thing on the middle bends offering some resistance. I guess it's used to train pecs and triceps but I don't know how to effectively use it.
