Hey pals I'm currently in the navy trying to cross rate to EOD. I've been told I should be able to tread water with a 25lbs plate for 2 minutes but I can barely get 30 seconds. How the fuck do I improve on this?

As for your question I guess you could try "egg beater" as Anons said. My advice would be to try stay afloat with minimal and as slow as possible movement, this might help you to refine the technique.
