Assuming you are a girl....

Women tend to have larger fat deposits on their hips/ass/thighs. You likely just have excess fat on your butt hence the bouncyness of it. And assuming you don't have god like fat distribution of a porn star, I'm going to assume you have fat in other places (belly, legs, hips, arms). Basically you need to lose weight. Follow any basic white girl routine, and google glute exercises, as long as it has squats and eat at a deficit. Your goal is too lose weight and build muscle in your glutes. This should reduce the bouncyness by "firming" the area. But I doubt it can be reduced to 0% bounce.

I guess it's something that is still too tight that I've missed stretching, or I've somehow lost the feeling for how to walk

Maybe it's focusing too much on holding the upperbody still, forcing the hips to deal with the rotation? You should maybe bounce your pecs/shoulders a little bit each step.
