Necessary no, helpful in some cases if you buy right. Also read ze sticky it will help get a basis at least since I'm fairly sure you have no basic understanding of nutrition or fitness.

The key word here is supplement. You use whey to supplement protein to your diet. It's not a magic powder of gains, just quality protein, like the kind you find on eggs and dead animals.
Personally I use it for convenience, it's easier to chug down a scoop or two than bringing hard boiled eggs and chicken on a Tupper.

If you are ingesting enough protein then no, you shouldn't. If you aren't tracking your macros or at least your protein intake then don't even bother.
