If I have these stats and start cutting, will I be able to gain muscle while burning fat? I'm skinny fat barely broken into DYEL mode, I don't want to lose everything by cutting too early but my thighs are thick and disgusting and I want to get rid of them

Gaining muscle when burning fat is more or less impossible. It can happen for a very short window if you never train at all, but it doesn't last long and you won't get as strong as you would have done had you been on a surplus.

If you want to be in shape you're gonna have to be comfortable with being considerably heavier than that at some point.

175 lean is still underweight for a man your height. You wanna be shooting for around 200-210 lean to not look like an absolute twink in clothes.
