Because unless you are a soccer player or something like that it's not as practical as raising your anaerobic threshold through LOW INTENSITY but longer training to give you an endurance base.
For most people, strength training and endurance training are more practical for what they want to do. So, if you play some sport that requires endurance with high intensity intervals then it's fine.
Also, many people believe it's a "shortcut" to cutting calories. They're better off going for a light jog for an hour than doing HIIT for 15-20 minutes.

For fit people, you might be able to match the burn in that amount of time. For regular people, it's doubtful and it won't give them endurance gains which will be helpful for exercising more powerfully later.
Most fitness memes are things that work for one kind of specific thing and have some sort of unexpected benefit that everyone then things will end the obesity epidemic and cure cancer.

Unless you're lifting light, you're still working in a different area of metabolism. I don't think most people who lift and do some reasonable cardio need HIIT.
Most people are better off training for strength and more aerobic power.
Doing most of your training volume in Zone 1 will raise your aerobic threshold and coupled with strength training will give you a shit ton of endurance. If you're well trained, this will go up to even 85% of your maxHR.
If you're that well trained, HIIT in Zone 4 can improve your aerobic power. But that's the aerobic equivalent for most people of putting a noob on an advanced lifting program. Make you noob gains in Zone 1 first. HIIT for couch potatoes is retarded.
