A meme is basically a running joke on the Internet. Pepe the Frog. Feels Guy. Squat plugs. Barbell flys. These are memes. They aren't actual, real things.

Is, say, 5x5 a meme? No, it's a real thing that people actually do. "But that's not what I asked", you might say, and what I'm telling you its that yes, that IS what you asked.
