Cut to look acceptable and then bulk until you feel bretty big, then cut for a month or two. Usual results are a year to two years depending on diet strictness and discipline. But these are VERY rough estimates.

I'm not sure if I over dI'd the cut to become skinny fat but I can feel the top part of my spine easily with my fingers if I hunch over also my shoulders feel really thin, also I'f I press on my sides I can feel my rib cage like it's right there. At the same time I'm looking at this when I sit down bUT when I stand up with clothes on I look fine

Yeah it sucks looking progressively shitter in areas when your goal is to look better. That's bulking for you. Accept the short term loss for long term gain.
If you can withstand looking at yourself just bulk for as long as possible aiming to keep the same general medium bf % of 15-20% - too much fat % will make your body stay in fat storing mode and counter-acts the test bigger muscles help produce - escaping this rut should be number one priority the only way out is more muscle than fat.

Furthermore, people respond differently to different workouts. For example, I do weighted close grip pullups and chinups in place of endless curls because they build my arms better.
Dumbell flys and weighted dips in place of benchpress, shred my chest to the shithouse and save my shoulders from aching somehow.
