Because it's the same as punching a brick that's secure in a wall, and a brick that will move back when you punch it.

The force isn't dissipated by the movement of the brick going backwards, the same way his weight wouldn't be absorbed as it came down, meaning his quads take a lot of the force rather than the guy getting jumped on.
