As an American living in Europe for some time, I've noticed that no tipping = shitty service. With tips, waiters & cab drivers have to at least pretend to be courteous to you, or else they can expect to lose their tip (basically a huge fuck you from the customer). It's like a checks and balances thing. Since nobody tips in Europe, people can get away with shitty service.

I hardly ever come across shitty waiters in Europe, or anywhere else for that matter. Occasionally happens on cheaper restaurants and rarely you get the condescending waiter on a fine dining restaurants. If someone gives me shitty service I'll endure it for while I'm there but I won't be visiting the establishment again.

Cab drivers are a hit or miss pretty much everywhere regardless of tipping culture. Uber has improved the situation since they have rating for individual drivers.
