If you don't do steroids, then no, this is not a good routine.

The worst thing i see in this routine is the reps: 8-12 in all exercises. You should be going more intense (4-8reps) on your compound movements in the beggining of the workout if you are a natty and want good results.

But that is just my opinion mate i mean look at those photos :O

Too much upper body, your legs will look like shit, and you might be inclined to skip them

This is a good routine yeah. I would suggest starting with GS LP and then doing this once you have at least a bit of a strength base.

Other than the amount of reps it has you doing, it's not that bad.

I prefer to switch it up and do back+triceps and chest+biceps rather than the way this picture has it, but it doesn't really matter.
