Is the 10.2" flexed or unflexed? Because if it's flexed, that is truly exceptional and I would wager that you really are fucked.
I started off with 11" arms flexed and just under 10" unflexed, and they were basically the smallest arms I've ever seen. My wrists are 6.4" and while not the smallest I've seen, they are thinner than average. After about 2 months of lifting I'm up to 11" unflexed and just over 12" flexed.

6.5 inch wrist, 13.5 inch bicep here.. You'll be weaker, smaller and this will demotivate you. Progressing wil go slower thant the majority of guys and this will fuck with you. Only if you want it enough you will be able to keep lifting and progressing.

You're fine OP, keep your head down and just focus on increasing your compound lifts, eat 500-1kcal over maintenance, sleep well, and may the gains be with you.
