Bulk first. If cutting would bring you under 150lbs, you shouldn't be doing it. Bulk to AT LEAST 165 and try again.

imo, if you are someone who struggles to lose fat, meal prepping is more important than anything else when cutting.
If I have my food ready and planned out in front of me, it takes away any reason to eat junk or easy shitty foods.

Will I lose if my WEEKLY average is lower than my TDEE ? for example. Yesterday for work reasons I ate 1000 kcals,like 1500 lower than my tdee. So today because of a special occasion and no work I ate something like 2800kcals(300kcals above my tdee). but the average of the two days is 2150 so lower than my tdee(2500kcals). So if we take this on a week level of calories, do I still lose weight ?

It is all conglomerate so yes that's fine. Most people prefer to be under the same amount everyday and say it is better for less muscle loss tho.

You burn fat over time, not in a single day. As long as your week is under the TDEE of all 7 days combined, you will lose weight
