it makes particular sense - the final reps are the ones that put the muscle under stress and trigger growth.
other than that no. even when working cardio, keeping track of the numbers help with motivation and keeping track.

It means to step out of your comfort zone when lifting. In that respect, its good advice. If you just go to the gym to lethargically do your 3*8 reps youre not gonna get anywere
