You can eat at that kcal for a bit and get some noob gains. You'll not make anywhere near as much gains as someone who is bulking, but it might be good to get it out of the way just now.

That is 350 cal above your TDEE. You are not eating enough. Your body is not convinced that it is getting enough nutrients to build muscle. Without a real surplus it will not take the risk. So you stay weak.

You need to enter anabolic state. You need to pass a certain caloric threshhold for that. Chances are you are not
