WTF is the functional difference?
Tapered and thin vs non-tapered and thick. The weightlifting belt is less supportive but will also get in the way less on the fast lifts.

Technically they work the same way. They're both used to increase intraabdominal pressure in order for support during heavy lifts.

I'm going to buy a powerlifting belt, but I don't know if I should buy a 10mm or a 13mm one. Which one is better?

10mm should be fine for all your needs unless you're fat as fuck

10mm is typically 6.5mm leather with a suede layer on the outside, fairly flexible but still supportive.
13mm is two layers of 6.5mm leather, and stiff as hell. If your goal is a higher competitive PL total, go 13mm.
If you just want a belt for dicking around in the gym, and aren't competitive, then go 10mm. It'll be more comfortable while still doing what you want it to do.
