In my opinion to be considered a lifter you have to either be lifting for some type of athletic goal or if you're lifting for aesthetics/bodybuilding you should be proportional. Most athletic activity does not require chest or biceps, and of course all bodybuilders will already have these nicely developed.

Quads are a good one, but a lot of people have anterior leg imbalances so I prefer to look for glutes/hamstrings, especially since these have a bigger role in jumping/explosive leg strength.

The other thing I look for is a strong back. It's easy to ignore your back but having big lats, erector spinae, and traps is a dead giveaway that you're a strong motherfucker.
