There are two separate pectoral heads, the clavicle and the sternal head. When you use either head you activate the entire muscle, not any specific portion.

Just do incline DB bench, BB bench, weighed dips, and flat DB/BB flies.
Diamond knuckle pushups with the knuckles way lower than normal. Probably around the lowest part of sternum.
Decline pushups with same mechanics as above

The Pectoralis Major is one muscle comprised of two heads, the Clavicular head ("Upper") and Sternocostal head ("Lower") as seen in the above pic.
Your problem isn't that you're not hitting it the right way, your problem is simple that you don't have enough chest mass to fill out.
That said, movements that utilize the most chest muscle fibres will of course be the ones that ensure the most growth.
For some, Decline bench helps them get a better contraction on the sternal head. It depends what works best for you.
For me it was Le weighted dips meme that helped me fill out my chest (still nothing to talk about).
PROTIP: Reverse Grip Bench was shown by EMG to utilize the Clavicular Head (LE UPPER CHEST) 30% more to Incline DB Bench's 5% Clavicular Head development.
I might actually try JUST doing Reverse Grip Bench for 2 months and see what the results are.
