Is there a reason why we don't alternate shorter periods of cutting and bulking? Like every week or every month.
Consider an obese person that just started lifting, me. A month of caloric deficit does much more for me than it would for a fit person, as does a month of lifting on a surplus. What would happen if I alternate every month or week?

No good reason except people will generally see more dramatic results in a lesser period of time with dedicated bulks/cuts.
If you're obese you're better off just sticking to deficit. At the end of the day you've got to focus on losing weight rather than building muscle. Besides if you're lifting you'll be making gains (however small) so when you're at a lower body fat you'll actually be able to see the gains. If I've put on a few pounds I'll cut for a month or two to get back to the weight I want then just 100-200 calories above maintenance. This is just what works for me though, so don't hold me to it.

OP here, honestly, if anything, I'm looking for an excuse to stuff my face with more carbs, at most. I'm cutting at a pretty high deficit and the amount of food is still insane because I'm eating clean, I don't even want to think about how much I'd have to eat for a clean bulk.
A normal day for me looks something like this atm:
>1lb chicken breast (weighted raw)
>almost 1lb veg (weighted raw)
>1lb fruit
>2 small shakes (1scoop each, with water), >50mg dextrose (pre+post workout).
What I am looking for, however, is to build muscle and progress on my lifts.

Don't eat so much fruit and have oatmeal to make up for the post calories. You're not really getting any complex carbs right now

Get some fat in your diet (saturated, mono, and poly) and drop that fruit.
