Is it possible to cut and bulk at the same time?
Newbie here. Used to work out a ton but stopped for a while. Getting back to the gym every day now.
I want a slimmer chest/lower belly but I also don't want to be lol twig dyel status. at the same time I want to bulk up but I want to tone, I don't want huge ass roid rage muscles.

You can also gain muscle and loss fat if you're a complete beginner and start lifting, but since you're a complete beginner the results are not impressive at all.
