Been doing all my lifts 3sets at 5-4-3 and not seeing a ton of growth. Am I doing it wrong?

> dumbbell flat bench
> dips
> flyes
All for 3 sets at 5-4-3. We don't have the greatest gym here so there's not a lot of people to get advice from.
Someone told me lower reps were best for building muscle so that's what I've been doing.
