No it's an actual novel but it's barely translated, last I checked there was a team working on it but it's actually rather poor and only good for the complete over the top bullshit that makes TTGL look tame, a good JoJo novel is Another Day which is pretty fucking sweet, or Over Heaven aka DIO's Journal despite being contradictory in some cases but it's noncanon so who cares.
