Bulking is adding muscle mass. eating big and lifting hard.

Cutting is burning fat while preserving muscle. Its goal is to amplify the look of the muscle you gained while bulking, target being that shrink wrap look.

You cant really do both at once, you can but its a MUCH MUCH longer process, and you eat at a break even point basically. Advanced people only do it.

When you say advanced, do you mean years into lifting or just that it's much harder to manage?
Was looking at the myfitnesspal explanation for recomping and it seemed difficult but possible, but it's better to at least advance beyond SS/equivalent programs while bulking to take full advantage of noob gains, right?

It's a thing professional bodybuilders do to build muscle (bulking), then cut off weight so they can fit into lower weight classes or look better for shows (cutting).

It literally does nothing for your muscle gains unless you're near your peak genetic potential though. A lot of people on this board just do it because "It's what professionals do" and because it's an excuse to eat a lot while still being fit.
